Joe earned $400 doing yard work this week. He charged $20 to mow a lawn and $10 to weed a garden. The equation 20m + 10w = 400 represents how much work Joe did this week, where m is the number of lawns Joe mowed and w is the number of gardens he weeded. Which variable is the independent variable? A. m B. w C. There is no relationship between the variables. I think it's C but not forsure

You're right. There is no independent variable. The amount of money he earns will always depend upon how many lawns he cuts plus how many gardens he weeds.
