It depends on what you're talking about, if you're looking at a map you might want to use a ruler using centimeters, if it's on an atlas (almost the same thing just different sizes, you would measure in centimeters again. If you were talking about full scale then you would need  to use maybe the internet at a .edu or .gov website :)
