He claimed to have received his power from God, not the people. He held the ultimate power and was the force behind most government decisions. A, Joseph the second never once claimed he ahd recieved power form god, it was passed down to him from his father, C is false as well,around Joseph II time the governement worked with the leader not all powerful, and even though d is partly true that he helped to make a wider gap between classes, A makes the most sense :)
