When I did this, exactly as your instructions specified, all the folds intersected each other in the center of the circle.|dw:1401703882016:dw|I know that is kind of crazy looking, but the circled part in the center is right where all the perpendicular bisectors met. It is the center of the circle
So, the answer to your question is that perpendicular bisector of a circle always goes through the center of the circle. I hope that helps.
