If I remember correctly, its terms were too harsh on Germany, because Germany fell into poverty from having to pay off massive debts to other countries.

OpenStudy (anonymous):

Not quite that it was too harsh, but that it was simultaneously too harsh and not harsh enough. Namely, it was harsh enough to build resentment in Germany, but not harsh enough to completely neuter its military capability.
