I'm not entirely sure how this notation works, so I might be wrong but I think... if -3 + 9 = 6 and -6 + (-2) = -8 then it is true if not, then it's not true

It's true :) if you add 9 to the x coordinate and subtract 2 from the y coordinate (as the translation states) you will get the point.
