3 things: Moving charges. Changing electric fields. And magnetic monopoles (yes, they exist damnit!) According to Maxwell, the B field is determined by: The divergence of B is zero (okay, so maybe they don't exist) The curl of B is proportional to current (moving charge) plus the time rate of change of the E field.
