because Virginia had a big population, they would get more representation. The New Jersey Plan called for representation based on a set amount because they were smal and if it were based on pop. they would have significantly less representation. Thus the Great Compromise was born and now we have both, hence the House of Reps(population) and the Senate(2 per state)
