Charles' Law is a specific instance of the Ideal Gas Law in which volume and temperature are linearly proportional at constant pressure and mass...i think so.. better to say..Charles' Law states that the volume of a given amount of gas is directly proportional to the temperature provided the amount of gas and the pressure remain fixed.
