It did not extend voting rights to women.

yes, the Fifteenth Amendment only extended to men because it doesn't specifically state that women can't be left out. In other words, there's no portion that explicitly reads "women must not be denied the right to vote"

the 19th amendment would fix that (nearly 60 years later)
