what is a(number) mean in matrices?

the entry in a matrix. the (number) part is really a bad way to express it, spose you have rows and columns in the double digits: \[a_{125}\] is ambiguous, is it row1 col25? row12 col5 ?

at least they should represent it like an ordered pair since that what they are using it to indicate
