I'd like to get some help for a Caesar cipher code that I've written. It's almost complete but I have 2 problems specifically: 1) that I can't get the tuple list that is supposed to give me (start position, shift), keep getting the wrong starting position, and 2) I can't get the code that stop/break out of the loop even after getting the correct answer. May I know what's wrong with my code and how to change it?

Here are the different sections of my code: (it's a bit long because I have written quite a few helper functions).
