In the solution for Problem Set 1 on the 2nd problem, why is the second while statement indented under the first while statement

Because it's contained in the first while loop. Python uses indentation to distinguish blocks of code instead of curly braces like C syntax languages do. The second while loop is nested in the first while loop. Sometimes needed, but a great way to make a slow program, so use carefully.
