The denser your medium, the slower light travels through it. Outer space is basically a vacuum, so there's hardly anything to slow the speed of light. Air is composed of gas particles which slow the speed of light a bit, but still it's not too dense. Glass is a solid and is obviously much denser, and so slows the speed of light the most. A is your answer!
