Okay, so C is correct, and I would also say A, because the UN tried to negotiate with Iraq, but Iraq was too distrusting of America.

Interesting question. D is incorrect. Saddam Hussein hated Israel. I think A is wrong, the United States is the leading superpower in the world, militarily and economically.

C sounds correct. B also sounds a little more logical.
