So lets go back to the time when we needed this. We had just declared our independence from Great Britain, but our government at the time was unable to do much, because we weren't recognized as a legitimate government by the rest of the world. In order to rectify this situation, the First Continental Congress drafted the Articles of Confederation. This document served as the first "constitution" so to say. It basically legitimized the government at the time in the international eye, and the domestic eye. However, due to certain provisions in the Articles of Confederation, our government was extremely weak. The Federalists in our country wanted something stronger to govern us, which is why the Articles of Confederation were thrown out, and replaced with the Constitution we know today. So now that you have read that, what do you think the answer is?

I'm not going to answer YOUR question for you. I took and passed history a long time ago, and I don't need to know this information. I'm sorry, but you are going to have to do some of the work. Do you at least know any answers it isn't?
