the protons and neutrons make up the center mass of the atom and is the most dense part of the atom. The protons then make that center place a positive charge and the negatively charged electrons circle around it. The more protons, the more electrons circle around it until there is so much electrons that some have to orbit farther away, creating what you generally call an electron shell
