How are eukaryotes able to produce specialized cells and tissues?

Actiavators and receptors coordinate to produce the transcription factors necessary to regulate gene expression. Operons bind to DNA sequences and cause transcription factors to increase or decrease gene expression as needed. Regulatory genes, regulatory elements, and transcription factors work togeather to control gene expression. Regulatory protiens activate transcription factors and control gene expression in different cell types.

I would say C for this, because regulatory usually means inhibitory, which is the opposite of what D says. A and B don't make sense.
