If these are binary strings and are supposed to represent a string of 8 bits of 0 or 1

you have 4 bits of an 8 bit string
1001xxxx

that leaves 4 bits on the end.. which means there are 2^4 strings that start with 1001.

010 is 3 bits of an 8 bit string so
010xxxxx

There are (8-3) = 5 digits left and 2^5 gives you the count of strings.

so 2^4 + 2^5 = the number of strings that start with 1001 or 010

but it seems like we are missing information here... if these are 8 bit strings then each character could be made of 8 bits .. probably not helping here.. but is there more information to this question?
