200 cm^3 is 100% ,because its initial so its asking how much has it increased in percent so you can see its 4 times of initial so 100*4 = 400 % o_o

because its asking % change so u will hv to consider 200 cm^3 as 100% if its reduced to 100 cm^3 then it will be 50% if 300 then 150% like that .-.
