The dwarves are dubious that Bilbo will be the burglar they need in their adventure. Similarly, Bilbo himself doubts whether he has the stuff for adventure; his inner conflict is all about whether he'll dare something new, right? Whether he'll venture into the unknown. So both Bilbo and the dwarves are wondering what stuff Bilbo is made of.
