Consonance is a poetic device characterized by the repetition of the same consonant two or more times in short succession, as in "pitter patter"
So I guess C is the closet to that.

E isn't a consonant. The reason why B is correct because the hard consonants of C and S follow each other. B is correct, but not because of the vowels E. "I See them plaCe the honeS" The hard S sound is even found in the C.
