heehh no in this case :) \(\bf (x-h)^2+(y-k)^2=r^2\qquad r=3\qquad center\ (h,k)\to (1,-2) \\ \quad \\ (x-{\color{brown}{ 1}})^2+(y-({\color{brown}{ -2}}))^2={\color{brown}{ 3}}^2\) once you expand it, then you'd see what the non-squared "y" coefficient is :)
