I can tell you're a history expert! ;-) Hamilton proposed paying the entire national debt value at its face value because he did not want interest payments on the debt to accrue, which would add to the overall debt (as is done wantonly today). They also say he did it because he wanted to restore the nation's economic credit so that the government could raise money in the future. Those are the two answers I'm getting in right now in all the websites I am researching. I would go with the second one...
