The instructions are in the problem statement.  "They will have the same solutions because..."  The part after that tells you exactly what to do.

"The first equation of B": -10x + 19y = -1
"Add the first equation of A" 2x + y = 5
"2 times the second equation of A": -8x + 12y = -4

Do what it says and see what happens.
