C. /Auction and eBay Frauds/ should be in quotation marks because it is the title of a book chapter. D. both B and C

Well, technically, "Scams and Swindles", "Identity Theft", and "Auction and eBay Frauds" should all have quotations... If you can only choose one, though, go with the title of the book, "Scams and Swindles".
