Lowell, Massachusetts, was the first planned industrial city in the United States. Lowell’s founders wanted to establish a system wherein laborers would be treated fairly and equitably. When both immigration and the textile industry expanded, however, the system deteriorated, and workers were left in dire circumstances with unsafe, unsanitary conditions, and very poor pay.
