4xy^3 over 2xy^2 will divide to 2y since 4/2 = 2 x/x = 1 (effectively goes away since 1*x = x) y^3/y^2 = y^(3-2) = y^1 = y

You can write 2y as 2x^0*y and you'll see that a = 0

you don't even have to worry about the other division since you're just concerned about 'a'
