Do you know what happens to light when it enters glass from air? That would be one way about thinking about thge differences between the reflected and refracted rays.

The reflected and and refracted rays are polarized and their polarization is perpendicular to each other. The reflected ray is polarized parallel to the surface and refracted ray, perpendicular to the surface.
