how does slope apply to the steepness of roads

Actually, when dealing with a road, one would measure a certain distance along the road (which would be the "run"), and then measure how much the road rises from the start to the end of that "run." Dividing the "rise" by the "run" produces the slope, which here is a measure of the "steepness" of the rise in the road.
