Find the polynomial function with roots 1, 7, and -3 of multiplicity 2

Principle: If 1 is a root of the polynomial, (x-1) is a factor of that polynomial. Note the difference in signs. find the other factors and then multiply them all together to obtain the polynomial. Watch that "multiplicity of 2" thing.
