Maybe there's no one correct answer, but I feel like either ortho or para to the nitro group should be equally likely, except for that one spot between the two groups which might be hindered.

i think you're right, it's not possible to obtain a single product. You'll even get the hindered spot substituted, though to a much lesser extent.

Is either spot going to have more on it or should I expect both spots to have the same chance of occurring?

i dont see why one would be favoured over the other, since it's probabilistic, you can expect equal amounts. If you want only one you should design another route.
