How does this section of the constitution help develop the rule of law? (4 points) It allows homeowners to be paid by the government. It allows the government to take what it needs to serve the greater good. It prevents citizens from buying up too much land. It prevents government from abusing the rights of property owners.

It would be D, since the rule of law is that no one should be able to be above the law, including the government, so they can't abuse homeowners
