When something is cooled it means energy from it is taken away. Water is a liquid and its particle show Brownian motion or rapid random motion due to their kinetic energy. Now when u cool it, u actually take away some of their kinetic energy. This causes them to slow down and at one time they will stop moving at all. At this stage they are just vibrating at their position. Actually they are not liquid anymore and are transformed into ice.
