Definitely, by passing Black Codes. Explanation: The Civil Rights Act totally cleared up tension with everyone. It declared no more discrimination to others because of race, color, etc. The Black Codes took away civil liberties from the African Americans, so it totally opposed the Civil Rights Act. Thanks!
