You have to factor it out first in order to find any restrictions on the variable. The numerator factors to (t + 4)(t - 8). That can cancel with the t - 8 in the denominator, so there actually isn't any number that t could be that would make it illegal, like a 0 in the denominator, for instance. It simplifies to just t + 4.
