i would say if it is efficient then it could indeed step up energy because it has the power to do so
Energy is niether created nor destroyed ! It is only transformed from one form to another. In power houses the chemical energy of coal gets converted into electrical energy (thermal power plant) or nuclear energy into electrical energy (Atomic power plant).
so the answer is no
yes, a transformer CAN only step up voltage (resulting in lower current) or can step up current (resulting in lower voltage), but not both.
