Why do the authors include Part 3 in this section? How is Part 3 related to the claim? Well, amusing that this was written during the 1920's or whenever FDR was president, they didn't want race to get in the way of health care. As far as the people who wrote this were concerned, the couldn't care less what you were, you were a citizen of the United States and you had the right to receive health care.
