I think that answer is B because Patrick Henry was an anti-federalists, and anti- federalists supported the Bill of Rights because they believed it was essential in protecting the individual rights and they wanted these rights to be specific and explained, but the federalists believed that is was not necessary because the individual should know that their rights are protected in the constitution, so they didn't believe it should be a whole separate paper ergo the paper joke that Patrick Henry stated.
