Viscosity increases with increasing strength of intermolecular forces and decreases with increasing temperature,okay it is related. but viscosity is the measure of how well substances flow. i dont think its related to evaporation.

depending on how strong bonds/ intermolecular forces are you can say how think/sticky the substance is thus you can tell how easily the substance can evaporate
