No. Parallax is when you get a slightly different view because your point of observation is different. That is like the view you get from your two eyes are different... because your eyes look from slightly different places. in astronomy, it would be the change in view you get as the earth moves around its orbit. it is not random, you can correct for it in a systematic way.
