I believe it's the sexual phase. They sell you the "cap" which are the basidia containing the spores. They are formed during sexual reproduction

Okay, and a seed of a plant isn't an organ, right?

I'm not too sure o.O I never head seeds being referred to as organs, although I guess they are part of the reproductive organ system for plants. I'm not too sure

Okay, because it's asking which is NOT a plant organ: seed or root cap.

I would maybe go with seed. I found this about the root cap which always refers to it as an organ http://www.ncbi.nlm.nih.gov/pubmed/24726156
