Continuing this example: 0.38 is a decimal fraction. If you want a form other than that of decimal fraction, you could 1) multiply this 0.38 by 100 and then 2) divide the result by 100. This gives you 38/100, which can be reduced to 17/50.

Alternatively, if you gave me 38% and asked me to find a fractional equivalent, I'd divide that 38% by 100% as before and then, to reduce the result, divide both the 38 and the 100 by 2.
