I don't understand what it means to paraphrase it.

Just simplify it, basically. There's a few ways to do this one:

"Lee believed British authors were the best, and she once said that her ambition was to become 'the Jane Austen of south Alabama.' "

You could also leave the first part, and change the ending:

"Lee loved nineteenth-century British authors best, and once said that her ambition was to become 'the greatest writer of south Alabama.' "

Or you could do a combination of those.
