If you are working with linear correlation coefficients, it definite does not look like anything close to one.

as you go from left to right on the x axis, the points (in general) are going downwards in terms of the y coordinate so you have this overall downward sloping trend

that implies you have a negative correlation coefficient

if the points all lie on a line or very close to it, then the correlation coefficient will be close to -1 this isn't the case as the points look to be a bit more scattered than compared to be neatly near/on a line. So I'd say that the correlation coefficient is -0.6 since -0.9 would mean the points are very close to a straight line
