This is a trick question. You should always drink water, regardless.
Before, during, and after...So in other words, like Comp said, always.
When exercising your body generates a lot of heat. To get rid of this heat your body will sweat, but when you sweat you use up a lot of water and many organs and functions in your body require water so it is always important to stay hydrated. But as @Compassionate said, you should always drink water.
But what's healthier?
Neither are healthier. Its a trick question. It's unhealthy to do both, and each have equal opportunity for error.
