The largest changes in development from infancy to teen years are social changes. Special needs children stop developing socially after a certain point. They retain some or many factors of an underdeveloped social perspective, while their normal counterparts continue to develop.
actually @Oz0 they don't i have a special needs brother and I'm also special needs as well. Actually let me rephrase that some do most of them don't now special needs they need a lot even though it doesn't look like they don't now for an environment you can send him almost anywhere just make sure that the parent gives him/her something to block out society now if the parent decides to home school it shows 3 things 1. it shows that the child is getting bullied or he/her is struggling in school because they have to drop from there level of skill and go down to age 6 or 8 when there mental capacity is HUGE and can answer it but they have a more complex way of doing it and we can answer it like a snap of ur fingers if we weren't so rule bound and that involves both special and non special needs people 2. it shows that the parent is willing or is flexible enough to say ok let's try homeschooling again both 3. It's a new thing so the child has to try to understand now if your special needs ur going to have a concrete base or something that you know very well like me for instance it's language arts or English and history for my brother it's math and science so they r going to be extremely smart in those subjects now as we go up there is the weakness or the not so solid base for me that's math for my brother it's language arts or English again it goes for both now r needs do decrease as we get older we need less therapy (if you decide you want it) we don't need so much protection and watching over and but we do gain some independence but we do escape or mental age cuz physically i'm a teen mentally i'm about 6 or 7 same goes for my brother mentally he's about 3 or 4 now physically he's turning a age (sorry i don't feel comfortable telling u guys r ages) but anyways during that time when u become about 8 ur needs will decrease and sometimes even 6 and we also lose some of the rules being that we are rule bounded like for instance i can go where i want i can do somethings that i want now the younger u r the more rules u have if ur 4 ur going to have a tank load of rules now i think i answered most of the things and most of what i said was for both and @Oz0 i'm not say ur wrong i'm just saying that information isn't entirely true
