Fuse consists from wire with low resistivity to get hot and burn so fast when their is extra current ,so it is a safety device and this works for 2 or 3 plugs as it won't matter just in 3 it would be more sensitive. Earth wire has the lowest resistance ever, so it get the most amount of current.
