y = mx + b where m=slope and b=y-intercept so first, what is the slope between points (-1,5) and (2,-4) ?

yes :) then you have y = -3x + b then temporarily plug in a point like (-1,5) for (x,y) so 5 = -3(-1) + b solve for b
