One part of Radical Reconstruction involved actions by Congress to limit the power of the president, whom it saw as an enemy. Which of the following is NOT a political change that the U.S. Congress made to limit the president's powers between 1866 and 1868? A. Congress decreased the president's term of office. B. Congress increased its power over the army. C. Congress reduced the Supreme Court, eliminating each seat that became vacant to prevent Johnson from appointing any justices. D. Congress increased its power over the process of amending the Constitution.

I would say C because both A and D both limit his powers in length of stay in office, and his power of declaring things into laws. B is increasing IT'S power over the army, taking from the power the president has over them. that leaves C. C is just about the Supreme court and limiting the supreme justice's power, not the presidents.
